Force downgrade firmware unsuccessful in HPE OneView

Symptom

An attempt to force downgrade firmware is unsuccessful in HPE OneView.

Cause

Firmware downgrade policy is set to 'Downgrade requires Recovery Set privilege' or 'Permanently disallow downgrades' in the iLO web UI.

Action

Set the downgrade policy to 'Allow downgrades' in the HPE OneView web UI, if a firmware downgrade is required.
